Émile Boiteau was a Quebec City councillor for Saint-Jean-Baptiste, district No. 2, from 1936 to 1938. A notary public whose office was located at 405 Rue Saint-Jean, he was mayor of Sainte-Foy from 1941 to 1957.

This street was named to honour Émile Boiteau, who was born in Quebec City on April 28, 1898, the son of Joseph Boiteau, a grocer, and Malvina Marois.
