Rue Mont-Carmel runs from Rue des Carrières (which passes through the entrance of the Château Frontenac) to the Parc du Cavalier-du-Moulin. A plaque on the wall of the building at top left reads: “On this height, called Mount Carmel, there stood a stone windmill whereon was mounted a battery of three guns and which served for a redoubt during the siege of Quebec by Phips in 1690.” The park is closed indefinitely for work on the walls of the fortifications.
